Display Energy Certificates (DECs)

Since October 1, 2008 DECs are required for all public buildings and institutions providing public service over 1,000m2.

The certificates provide the Operational Rating (energy performance) of the building based upon:
  • Measured energy consumption data
  • Comparative rating with respect to benchmarks
  • Comparison with the calculated performance where an EPC is available.
   
The rating (A-G, A being the most efficient) takes account of plant performance, occupation, location and management practices.  Its aim is to indicate the scope for energy improvement and is accompanied by Advisory Reports (AR) on improvement measures.

DECs must be lodged by an accredited Energy Assessor.  ABS employs CIBSE certified Low Carbon Energy Assessors authorised to produce DECS and Energy Display Certificates (EPCs).

DECs must be renewed every 12 months and ARs every 7 years. Therefore it is important to ensure the recommendations will provide long term savings and reduce carbon emissions.

A penalty charge applies for failing to display a DEC at all times in a place clearly visible to the public and for failing to possess a valid AR.

  • Specfic savings opportunities
  • Calculated paybacks
  • Strategies for implementation
